Police in Kawasaki, Kanagawa Prefecture, said Friday they have arrested a 28-year-old police officer on suspicion of using his smartphone to film up a 17-year-old girl's skirt.

According to police, the incident occurred at around 6:30 p.m. on Thursday at Keikyu Kawasaki Station. Sankei Shimbun reported that the suspect, Takeaki Masuda, followed the girl up the stairs and used his smartphone to film up her skirt. A 31-year-old man, who saw what Masuda was doing, detained him, police said.

Masuda, who is a member of the Tokyo riot police squad, has admitted to the charge.

A citizen's arrest. What a boss.

be careful however, the law is very vague on this matter from wiki: Section 213 of the Code of Criminal Procedure allows anyone (not only citizens) witnessing any crime in progress to make an arrest. This is called genkouhan (現行犯, meaning in flagrante delicto).[22] Most criminals who attempt to flee, or refuse to identify themselves, can be held until police arrive.[23] However, making a citizen's arrest to prevent petty crime (e.g. illegal assembly, accidental injury, accidental trespass, defamation of character, leaving a parking lot without paying)[24] is false imprisonment per Section 220 of the Criminal Code.[25]

Well, the article said the 31-year old guy detained him. And he doesn't appear to be in trouble with the authorities for committing false imprisonment. The citizen is a boss for fighting crime.

Another one?!?!?!?!

Sillygirl,

My thoughts exactly! This comes hot on the heels (hem?) of the last up-skirting cop. Speechless!

Near my home...damn.

So if a citizen detains you for something you have not done? See you in court tough guy. I would sue them to the ground. And if this tough guy saw a mother slapping her child around the head I bet he would just walk on by.

This is a very common thing in Japan. They really need to make the penalties more severe to stop this kind of sick and perverted behaviour.

What I don't get is that teeny bop girls are often targeted. I would never-ever-ever film up any skirt, but if I had to, she'd be early 30's 35-ish. Not children.

Another thing I don't get is that these creeps have police officers in their ranks.

Arrested, brought to the station, and later released - so what

later released - so what

So he'll lose his job and have to go through a court trial that will give him a criminal record. Effectively destroying any chance for a prosperous life.

So, no psychological screening to be a Jcop. No background checks either?

Sounds like the R.C. church!

J-cops/Crimes section, please.

Why don't these people just get on the Internet?

This unnamed man must be a good father... and, like me, he probably has a daughter

@wc626 Why would you have to film up any woman's dress regardless of the woman's age! Just the thought makes you a creep to!

Name suppression only works for minors, ergo under the age of 20.

Agreed bring named and later found innocent can cause problems like getting fired, etc.

Section 213 of the Code of Criminal Procedure allows anyone (not only citizens) witnessing any crime in progress to make an arrest. From English Wikipedia? Actually, it is inaccurate. The source [24] does list a series of minor offences, but the source for these exemptions are not listed (maybe he collated some minor offences meeting the conditions). All the actual Article 217 of the Criminal Procedure Code says is:

Article 217 The provisions of Articles 213 to 216 shall apply only when the residence or name of the offender is unknown or when the offender poses a risk of flight with regard to a flagrant offender punishable with a fine of not more than 300,000 yen (20,000 yen, for the time being for offenses other than those violating the Penal Code, the Act on Punishment of Physical Violence and Others and the Act on Penal Provisions related to Economic Activities), misdemeanor imprisonment without work or a petty fine.

Thus, even for a petty crime, if the residence & name of offender is unknown OR the offender poses risk of flight, the arrest can still be conducted. For a typical citizen's arrest, it is hard to imagine a scenario where both conditions would be untrue.

As being a model citizen is an inherent requirement of the police job I reckon penalties should be more severe for cops caught breaking the law. Disregarding the law + their own code of conduct and ethics = zero tolerance.

Another upskirt photo story ...

they have arrested a 28-year-old police officer on suspicion of using his smartphone to film up a 17-year-old girl’s skirt.

Should have used it to access an AV website instead

Well done to the lad who made the civil arrest but I wouldn't advise a foreigner to try it,,you could end up in very hot water.

Kinda goes against the concept of "to Serve and Protect", doesn't it?

0 ( +2 / -2 )

this kind of sick and perverted behaviour

Perhaps, but is it not better described as childish behavior? Looking up girl's skirts is something I associate with 10 year-old boys. Being shamed seems more appropriate than being punished. Maybe he should sent back to elementary school for a couple of months, in school uniform too.

Those cops probably just smirking at themselves for letting himself get caught. Guys, it's just panties. Girls, it's just panties. Unlike cops copping a feel.

Japan , where 'protect and serve' become 'inspect and perv'.

Its me - I believe in reciprocity. If victim can be hidden, so too should the accused. After conviction, I have no issue. I agree, though, before conviction the name should be hidden to protect his/her job (being very general). If its a situation like this then he should be suspended with pay pending trial.

@Baer DaGuy well maybe he was just making sure that the girls knickers weren't offensive to the public :P What a riot!

Anyone know what happened to those drunk driving cops from last week? Did they lose their jobs?

This fetish for upskirt filming remains an absolute mystery to me. Why?

-1 ( +0 / -1 )

Don't these bone head police EVER learn?!?!?!

-1 ( +0 / -1 )

"This fetish for upskirt filming remains an absolute mystery to me. Why?"

Let me try to explain...

Takeaki Masuda, FOLLOWED THE GIRL UP THE STAIRS and used his smartphone to film up her skirt

The pervert police officer is following the girl VERY CLOSELY. So closely that SHE KNOWS that he is filming. And he is hoping that she DOES NOT MIND the "upskirt filming" and that the "liason" can go further. Because that's what the manga, and his fellow pervert police officers, say will happen.

Meanwhile, back in the real world...
