Police in Kawasaki, Kanagawa Prefecture, said Friday they have arrested a 28-year-old police officer on suspicion of using his smartphone to film up a 17-year-old girl's skirt.
According to police, the incident occurred at around 6:30 p.m. on Thursday at Keikyu Kawasaki Station. Sankei Shimbun reported that the suspect, Takeaki Masuda, followed the girl up the stairs and used his smartphone to film up her skirt. A 31-year-old man, who saw what Masuda was doing, detained him, police said.
Masuda, who is a member of the Tokyo riot police squad, has admitted to the charge.

be careful however, the law is very vague on this matter from wiki: Section 213 of the Code of Criminal Procedure allows anyone (not only citizens) witnessing any crime in progress to make an arrest. This is called genkouhan (現行犯, meaning in flagrante delicto).[22] Most criminals who attempt to flee, or refuse to identify themselves, can be held until police arrive.[23] However, making a citizen's arrest to prevent petty crime (e.g. illegal assembly, accidental injury, accidental trespass, defamation of character, leaving a parking lot without paying)[24] is false imprisonment per Section 220 of the Criminal Code.[25]

Well, the article said the 31-year old guy detained him. And he doesn't appear to be in trouble with the authorities for committing false imprisonment. The citizen is a boss for fighting crime.

What I don't get is that teeny bop girls are often targeted. I would never-ever-ever film up any skirt, but if I had to, she'd be early 30's 35-ish. Not children.

From English Wikipedia? Actually, it is inaccurate. The source [24] does list a series of minor offences, but the source for these exemptions are not listed (maybe he collated some minor offences meeting the conditions). All the actual Article 217 of the Criminal Procedure Code says is:
Thus, even for a petty crime, if the residence & name of offender is unknown OR the offender poses risk of flight, the arrest can still be conducted. For a typical citizen's arrest, it is hard to imagine a scenario where both conditions would be untrue.

As being a model citizen is an inherent requirement of the police job I reckon penalties should be more severe for cops caught breaking the law. Disregarding the law + their own code of conduct and ethics = zero tolerance.

Perhaps, but is it not better described as childish behavior? Looking up girl's skirts is something I associate with 10 year-old boys. Being shamed seems more appropriate than being punished. Maybe he should sent back to elementary school for a couple of months, in school uniform too.

Its me - I believe in reciprocity. If victim can be hidden, so too should the accused. After conviction, I have no issue. I agree, though, before conviction the name should be hidden to protect his/her job (being very general). If its a situation like this then he should be suspended with pay pending trial.
