Police to begin 'patrolling' Internet to crack down on child porn

Police across Japan will begin "patrolling" the Internet Monday to crack down on child pornography.

The National Police Agency said it plans to launch a full-scale Internet patrol to seek out any file-sharing software and other widespread file types containing child pornography, Sankei reported. The NPA said police departments will be specifically targeting files containing images and or video depicting underage boys and girls in sexual situations and or performing sexual acts.

In June of last year, the government made the possession of child pornography illegal, but penalties were postponed for 12 months until July 1 this year, in order to encourage disposal of material.

Campaigners had long urged Japan to toughen its stance on child pornography, complaining it was a major source of the material for global markets. The legislation bans possession of photographs and videos depicting real children aged below 18. The ban excludes manga comics -- those aimed at adults as well as children, anime videos and computer-generated graphics, following calls to protect freedom of expression.

Anyone who "possesses child pornography for the purpose of satisfying his/her sexual interest" faces imprisonment of up to one year or a fine of up to one million yen.

Until last year, Japan was the only member of the G7 group of industrialised nations in which the possession of child porn remained legal. It is banned and subject to penalties in more than 70 countries.

Japan has a large pornography industry, and visitors to the country note the ubiquity of sexual imagery and the huge volume of material available.

While it is unusual to see people openly reading pedophilic manga in public, mainstream comics read by commuters sometimes contain sexualised images that many Westerners find unpalatable.

Despite calls for manga imagery to be included in the new rules, there was strong resistance from manga artists, free-speech advocates and publishers, who said it would impinge on freedom of expression and allow authorities to make arbitrary decisions about art.

No doubt that, on their coffee breaks, they will be pulling out their manga filled with girls in school girl uniforms. Because those have nothing to do with the legitimisation of child pornography at all.

This whole article makes me feel sick. There is a very dark side to Japan that is seldom spoken about. And as for the "freedom of expression" what sicko wants to express THIS type of imagery? Have the stones and ban it outright!

child porn is abhorrent, but banning it has done little to dent the industry. in fact, with the advancement of technology, it's becoming easier and easier to access it. i don't know what the solution is but the harsh penalties imposed, in the West, doesn't work.

They are. There are contracts signed for each and every movie created. With the exception of amateur porn of course.

I go to the combini regularly - pretty much once a day. I've never seen child porn there. What kind of combinis are you going to?

Hey, you were the one who said there was no child porn at the combini which means the only way you would know is if you were looking directly at the porn magazine section. If you don't look in that area, how would you know there was no child porn?

The police need to start with the barely legal soft porn featuring girls as young as early-mid elementary school age.

These magazines are readily available in Japan, and act as a gateway to harder porn among young girls and people who pimp them. I am no prude, but this "soft" Lolita porn crosses the line. It is a disgrace to Japan that would probably only be legal in a small number of third-world countries.

I was just at the local 7-11, and in the porn section of the magazine rack they had at least two such magazines one with the title "Echi na Imoto" (horny little sister) with very young girls, and another "JK Style" (joshi kosei = high school (girls) showing plenty of teenage girls wearing school uniforms in compromising poses. I realize that 7-11 Japan is separate from 7-11 U.S., but still, the U.S. side should confront 7-11 Japan about the damage this does to the 7-11 reputation worldwide.

Come on, ban porn in Japan? Get serious, why would porn be so ubiquitous in Japan if so many Japanese didn't like having it everywhere? It's part and parcel of Japanese culture -- ever heard of かなまら祭り? And as for child porn, obviously there wouldn't be so much of it in Japan if it weren't so popular.

A little off topic, but just thought I would point out that 7-11 in the U.S. is actually owned by 7-11 Japan, which is owned by Seven & I Holdings Co., which is a publicly traded company in Japan.

Possession of child pornography for distribution purpose has been illegal for a long time now. Police do not need to wait until July 1st to punish people who put child pornography on file sharing system.

(c) Child pornography means any representation, by whatever means, of a child engaged in real or simulated explicit sexual activities or any representation of the sexual parts of a child for primarily sexual purposes.

The answer is a definite, 'yes.' I would say JK Style, and particularly Moecco in the second link, clearly fall under the second clause which reads, "any representation of the sexual parts of a child for primarily sexual purposes"

These magazines feature minors in compromising poses, with many shots focusing on "sexual parts" of their bodies. Also it is sold among all the other soft and harder porn in the the pornography section of the convenience store which would obviously suggest that those purchasing it are overall most definitely using it "primarily for sexual purposes."

I'm amazed at the number of wowsers and Mother Grundys that are criticizing Japanese people for reading manga and anything else they don't approve of. Shades of the Meiji Jidai when the puritanical foreigners were running about frothing at the mouth because of what they saw as the immorality of activities such as Fertility Festivals which were so prevalent in those days.
