    It's quite possible that the Shogunate never considered Pot to be as dangerous as the highly addictive Ahen (opium) that was illegal and being smuggled in from China. If so, the old governments would have been ahead of today's governments in recognizing the massive difference between marijuana and the more dangerous/addictive substances.
