Yeah. and Japan is nowhere near as close to identifying these cases as many other countries. Probably the most disturbing figure you can read is the number of adults (in any country) who would willingly abuse children.
But, child abuse is not only physical. Emotional and verbal abuse is just a part of the culture here. You only have to spend one afternoon in a Jp high school to see that. One form of non-physical punishment given to trouble boys is to shave their heads. Then humiliate them in front of the whole school. Parents are no different. Even little kids get a serious dose of character assassination as punishment at preschool. Therefor, it is no surprise that so many people are taking the next step to physical abuse. The saddest thing is, most of these idiots believe they are not doing any wrong. Is it possible there is a link between the emotional and physical abuse and the high suicide rate amonst teenagers and the fruitloops attacking innocents. Just an observation :(
I just watched a 2 hour special on some family with 15 kids where the highlight of the whole show (the bit they play before the CM to make you stay on the channel)was a shot of the father punching his son really violently in the face. The comment from the narrator? "Even at 15 he is not too old to get a good old slap from his Dad, what a good father". This is a country of bullies, who take it all day long a work then go home and dish it out to their own children.
You know the article doesn't indicate what kind of abuse or what the report considers abuse. So is there more physical abuse, sexual abuse, mental abuse, or what? Did some go down and others go up? As a tend, Japans is get more weird but this may not just be more than a local trend. Maybe it's time for a strangeness index as in particle physics.

You are right. Bullying, power and status relationships are the norm in Japan.
There seems to be a confusion between discipline and physical beatings.
