A temp worker for the Saitama police department has been arrested over a fatal driving accident in Koshigaya.
According to police, Toru Numakura, 62, hit a man as he was on a pedestrian crossing at around 9:30 p.m. Monday night. TBS reported that the man, identified as Minoru Uda, 65, suffered severe head injuries. He was taken to hospital where he was pronounced dead.
Police said Tuesday that Numakura was arrested following the incident and charged with negligent driving resulting in death. He was quoted by police as saying that he slammed on the brake, but it was too late.

I'm with pointofview on this. It's basically because the driving test doesn't test actual driving ability, but ability to impress the a police official in a static environment. It fails to test real world situations such as spatial analysis, traffic flow, high speed travel and pedestrian interaction.
