...Oh wow. Was he drunk or something? He had to be subdued and detained, it's not like it was one person's word against his (not that that would invalidate anything). Why would he lie about it?

Well, he's always got a bright future with the DPJ if he gets canned from his police job. He'll likely get suspended with half pay for a month, and be demoted, but that's probably it. Anyway, if the woman saw this and other passengers knew enough about it to subdue the guy, it's pretty clear we have yet another example of a fine J-cop -- actually been a while since the last police officer groping/lewd act.

Caught after his promotion only the day before. Really long tenure! And he is/was the commanding officer of the prefectural police. Simply amazing!

All together now..."suspended sentence"...with a 10% pay forfeiture for three months. Nobody will put this man in jail.

@techall: This lewd behavior is NO JOKE. It's illegal. Why do you think it's the woman's responsibility to be more open minded, avert her eyes, etc.? Why further victimize the woman? Why do you assume that she was "uncomfortable"? What if this woman was a girl instead and this public servant again chose to expose himself in public? What if this woman was your daughter/sister/mother/wife? Thankfully others on the train felt compelled to act responsibly so this person could be apprehended. And, BTW, it's "manhood" not "manlihood" - lol.

One of our office staff likes to expose himself to the ladies when drunk. He too probably does not remember the next day. Unfortunately I do.

My point is that, in this case, the woman sitting innocently on the train was the person wronged, not the man, though probably drunk, behaved illegally when he chose to publically expose his genitalia to her. As for me, sadly I don't think techall was being sarcastic and possibly may not feel that this really was lewd and inappropriate behavior.

Anyway, If he has no recall of the incident he either was so drunk he had memory blackout, in which case he shoudn't be a cop, he has alzheimer's, in which case he should not be a cop or he is lying through his teeth, in which case he should not be a cop.

I prefer police doing silly things like this than going around beating people senseless like they do here in Australia and many other parts of the world. The bad thing about excessive use of force by police is, they never get done for it.

Hence my comment that he'd make a good DPJ member. Regardless, it's not 'silly' at all, it is a criminal offense, and he should be subject to the full extent of the law. Like politicians, sadly, he won't be, for that is the way of position in Japan. A Republican in the US just submitted his immediate resignation for simply sending a shirtless picture of himself, due to the embarrassment he caused his family and what not. In Japan, this cop will simply get a minor slap on the wrist for committing an actual crime by pulling his junk out on the train and later saying, "I have no memory". The law will side with him, and it will be justified by a punishment that means nothing in the long run.

Hey, as you said, police everywhere do wrong, and sometimes the consequences are far more severe than they are here (ie. the victim of the police crime dies), but that is no excuse to let it go or treat it any less seriously.

@techall: Thanks for the clarification. I agree with you 100% about this guy having no business being in law enforcement and protecting the public when he's the menace! As for my own experience when I was a much younger woman living in Japan, I was gropped twice in downtown Kyoto by some fellow who, when I caught up with him and gave him a real earful, he just looked at me incredulously as if to ask,"What have I done wrong?" Fortunately he didn't get so far as to expose his "manhood"; then and now the memory of the experience is still gross and very upsetting none-the-less.

I am wondering if this guy seriously has all his marbles about him, to do something so utterly stupid in front of so many witnesses. A touch of mad cow perhaps? Early Alzheimers? It just seems so crazy to do something so obvious especially given the position he is in.

I got flashed in Shibuya once. I just shook my head, tutted sympathetically and said "Kawaiso, ne" and walked on.

Exposing yourself in public is stupid (as well as illegal), but unless he's getting a sexual thrill from it, I'm not sure it could be classified as a perversion. Seems to be just another case of alcohol destroying a person's judgement and, therefore, their career.
