Here we go again! Yet another male perv Japanese stealing women`s underwear. What is the problem with Japanese men that they behave in this way? Is it a "Mazaa Kompurekkusu" gone crazy, or what? Personally, I think it is because so many of them reside in a little manga world, deprived of any meaningful interaction with the outside world. So sad, and so sick.
What crime did they base the arrest on? He stole a piece of underwear, at it's best a mere piece of textile. Paying a fine is enough for that, but not arrest. For breaking into the condo room, yes but the title of this news item clearly only points at the underwear! On the contrary Japanese Police let's pervert murders running around freely!
Straight out of the Madness song. Is his first name George ?
'But in the middle of the night,
He steals through your garden,
Gives your hosiery a fright,
And doesn't say pardon.
As soft as a breeze,
With an arm full of underwear,
On his hands and knees,
Dreams about the knicker scare.
Hello there George, newsagent on the corner'
Come on!! It was 7 years ago? It was probably a practical joke and since he hasn't been in anymore trouble with the law, I think this guy should get a pass. PANTY RAID!!!!!
7 years ago he would probably have been a different guy than now and may even have had flash backs of guilt for what he did. I hope he can pay a fine and keep on with his life and career. This particular crime committed during youth hardly warrants the destruction of his adult life unless of course he is still doing it.

He had to leave his "mark" behind in 2001. Just like all the dogs and cats around. Wonder what his mark was - one or the other!

This is what he did 7 years ago, I imagine this investigation is just the start of everything he's done since then until now.
