I thought the short-sighted logic that everyone was guilty from the start was exactly what the country was looking for to maintain it's 99% conviction rate.

Presumably the candidate cited in the example above failed the final exam? If that's the case then the quality of future judges and lawyers won't be affected.
Note that existing lawyers are strongly against government moves to expand their numbers, fearing competition.
Many of the current judges sleep or close their eyes while on "the bench"
They claim they are resting their eyes which aren't needed for listening...anyway.
Judging by the behavior of judges at home I'd judge that all judges are aren't really up to par. Many force their own views upon a case or a dishonest troublemakes themselves.
An example of this in Japan is the judge in Kobe who bit a soapland worker last year.

This above quote must be a first for the Japanese education system. Since when do students or anyone of youth in this country get the opportunity to express their view? If they have any form of opinion it will be hammered down because it sticks out and they will end up as arrogant and will act the same as the current ones when they get older.

It doesn't matter about the quality of the judges. It's more about how rich their parents are to get them passed in University.
