No, it is too much of a gray area. An 18 year old having consensual sex with a 17 year old would put the 18 year old away for life? Also, I'm still up in the air about Enjo-kosai. Goods for services and everyone is willing. It's prostitution, okay, but does the john go to jail for life for that? I'm inclined to say "no."
I'm glad they are finally gonna do something about this issue, i know not EVERYONE will listen but a small amount is better then so many people doing it.

How are they going to define child porn? Is a nude picture of a 7 year old child porn? I think everyone would say yes but an image of your 4 year old having a bath would not be child porn. Would pictures of an 8 year old in a bathing suit be child porn? If the child was posed in a "sexual" pose then probably yes but if some guy snaps a bunch of pictures of 7 year old girls at the beach, would that be considered child porn?
Would images of 11 year old singers dressed in "sexy" clothes be considered child porn? Sadly, probably not but there is every likely hood that some men find it stimulating. So are they going to prosecute somebody that has a catalog selling children's bathing suits and not somebody that scans in images of 11 year old singers dressed up like a hooker?

I guess it comes down to common sense. For example, having a picture of your 4 year old in the bath would be fine. If a stranger had the same image on their hard drive, it wouldn't. If an uncle had it on his drive, and scores of others like it, you'd be calling the cops.
Regarding clothing catalogues and the like? That's already happening here in Australia, and there are many people furious about this sexualisation of kids. So sooner or later, the law will have to be changed to stop it. The law is always going to be playing catch up, I suppose, as good people can't always predict the twistings of evil minds. However, It's shameful that Japan is taking so much longer to catch up than other nations.
