This seems to imply that a contract killing is considered a normal business practice under the Japanese legal system. Since these top "executives" are acknowleding their responsibility "as employers" they are effectively saying they're sorry that innocent people were killed while their employees were commiting a sanctioned murder!

This is one thing about Nippon we gaijin will never truly understand. Yakuza and thier precursors are so intertwined with society and the ruling classes that we cant fathom it.
