It won't matter in about ten years as I think the number of Japanese Tourists to Guam will be significantly smaller. Guam is being affected by a new emerging European market country that is already causing people to become very worried. I know of one hotel who is going to stop allowing bookings taken from that country as they've already had too many problems. Guam had best be careful in their chase for money. And I hope this guy gets put away for life. Mental illness shouldn't be an excuse. We are just lucky it's not mainland USA otherwise he would have had access to semi automatic weapons and probably killed a lot more.

@Knobby, that's a wee bit harsh, not all Scots are as you label them.

Yes, a rampage by a mentally ill person. But let's obscure the fact that no law prevented the savagery.

Semi-automatic weapons are legal in Guam, you have to remember that the US constitution applies to Guam, Puerto Rico, and the Virgin Islands.

Knob-Head; obviously you've NEVER been to Guam. It is a #1 destination for Japanese that want to shott FULLY AUTOMATIC weapons. The island is FULL of Shooting Ranges, most of which offer the use of FULL AUTO "Assult Weapons".

Actually, the ATF website lists 16 active Federal firearm licensees in Guam, including at least that have the required license (dealer, manufacturer, or importer) to deal in firearms:

@Knobby Roads Regardless whether it was the US mainland or Guam death is death by knife, car or guns! One death is senseless, you can kill many people with a car just, so whats your point. Also I do have to agree with you, he is lucky it wasn't in the US mainland because for what he has done he wouldn't be looking at "life in prison" he would be getting the death penalty!!
