He gave himself up a bit quickly, didn't he? If people behaved like this in dramas they'd be over before the first commercial break. He could at least have tried to plant the sleeping powder in another students bag... maybe in the bag of the kenkyuushitsu geek who nobody likes.

Most medicines in Japan seem to come in powdered form rather than tablets. At least that's what I've seen of antibiotics I've been prescribed. So the "sleeping powder" is probably a prescription sleep aid that is prescribed for insomnia all the time.
This guy should have his credentials revoked pending review.

Looking at rape statistics, the idea of shame and face Japanese society, and outright statements by behavioral experts (google is your friend), drug-rape cases are most probably under-reported in Japan.
This case is an anomaly due to its circumstances. The man was not able to assault the woman and she was not suspicious of the man's intent. This means that there was no shame in complaining to the company, who were the ones who reported it to the police.
Consider what would have probably happened if the man actually got what he wanted. The woman, as a student of the university, would have realized that reporting the crime might jeopardize her continued studies in university. She would also be discouraged of going through the trauma of accusing someone with high social stature in Japanese society (who would have been defended by the boy's club of Japanese university professors) and defending your statements, and the forced recounting of your experience at the scene by police. There is a good chance therefore, that had he succeeded in assaulting her, she would not have reported this at all.
