"Japan has committed to give Vietnam $1.1 billion in aid this year." Of which, 1 billion in contracts will more than likely go to Japanese construction firms who rig the bids in order to obtain the lucrative contracts that their government pays for. The companies then siphon as much cash out of the cow while providing sub-par work in a land where few will even suspect it. It allows a lot of Japanese business men the opportunity to do business abroad while sampling the local pleasures. That market is already tapped beyond belief in Japan so they may as well spread their business model to the 3rd world and beyond. In the end, it is the Vietnamese who suffer, but so long as their upper echelons get theirs, who the frack cares, right?
