This is one good examples of their common sense in Japan.

If she had the key for a year, and all she did was charge her cell phone, consider yourself lucky and just change the lock.

One hour on a cell-phone charger would run about 0.4 yen.

...she already had a key? If I was dense enought to buy the construction story, how in the world did she know the charger would fit her own phone? What are the odds for that?
And does the neighbor really buy this story?

Yes she did. In legal terms, the breaking is not of anything real, but the imaginary seal around a door you make when you close it. A closed door is a sign of not wanting random people coming in. Even if the door was unlocked, its still breaking and entering as the woman did not have permission to break that seal. The only way it isnt breaking and entering is if the door is hanging open.

If you don't know about those cheap chargers then you don't know. The first time I saw a generic charger was in a convenience store and it was expensive. My first impression was "these things are expensive!" But being a guy, I tend to hang out in the hardware sections of stores rather than the clothing, and I stumbled on the cheaper ones. Its pretty typical of women to be as ignorant of these things as I am of what handbag is popular this season. Each to their own, unless its criminal.
I am going with both.

The 34 year old woman had the key for a year. Do you think this would be the first time she used it to gain entry to her neighbour's apartment? I bet if the younger woman took time to look around she would notice belongings missing in her apartment.

that lady should be banned to the country for a spell without her cellphone as punishment.

if you are not living in Japan, then you do not understand, recharging a phone is a matter of life and death!
