Y3 mil reward offered in slain Shimane university student case
SHIMANE —
A reward of up to 3 million yen for information leading to the arrest of the person or persons responsible for the death of University of Shimane student Miyako Hiraoka, 19, came into effect on Friday, police said.
When reward money is offered for information pertaining to serious crimes such as murder, it is usually introduced six months after the incident and is valid for one year, but police decided to introduce the reward earlier in this case, four months after Hiraoka went missing.
Hiraoka was last seen on Oct 26, last year, leaving the ice cream store she worked at in Hamada City. Her severed head was found in nearby mountains on Nov 6. Shoes believed to belong to Hiraoka and plastic bags believed to have been used to transport her body were found nearby, and information on a suspicious vehicle was followed up, but police have no solid leads as to the identity of her killer.
In line with the introduction of the reward, police began handing out about 40,000 new fliers at JR Hamada station. The flier contains a picture taken by security cameras of Hiraoka on Oct 26 after she finished work, as well as other photos. A map indicating her workplace, accommodation and where her body was found was also included.

Why is it policy to start offering a reward after 6 months has passed? Rewards are meant to entice anyone with knowledge about a crime to come foward. Wouldn't the police want that info ASAP?

No one deserves to die the way this girl did. I'm still hoping the sub-human a-hole(s) who did this are caught. Please, please, please let them remain true to the usual pattern of brutal lunacy by bragging about the crime at the wrong place, at the wrong time.
I would imagine the general perception is that most citizens would be willing to come forward with information out a sense of human decency, rather than at the enticement of a monetary reward. Rewards usually pop up when the police are left with no other choice than to appeal to that segment of the public that either doesn't care what happened to one of their own, or just doesn't think it's worth the time or effort to make a positive contribution.

Hmmmm.... so in Hawker's case they offered more cash because the cops really screwed that one up, but they are doing a better job this time so the reward is only 3 million yen?
