Is this programme shown in Japan? I've never heard of it. Why is this relevant to Japan, why is this news?

I was literally watching this 32 years ago. There was one awesome season where Baltar from Battlestar Galactica tried to make a freeze ray and freeze Port Charles, apparently to get Rick Springfield (who was also on BSG, very temporarily).
