Is it a Japanese film, based on a Japanese comic? If so, why isn't that mentioned? If not, what's all the fuss about? Shoddy reporting here.

let me fill in the grand-canyon-sized gaps:
20th Century Boys is a science fiction mystery comic created by Naoki Urasawa. Its central character is Kenji, and it is just awesome. Can't wait to see the film.
