He's a consensus builder. Unfortunately there isn't even a consensus within his own party. If he's going to be successful he'll have to be willing to battle politicians in both parties.
Japan had their credit rating downgraded as a warning to allow their leaders to try to implement real change in the country and stay in power longer. They would want to start giving him the opportunity to work on the the political inertia of Japan, so their might be a glimmer of hope, but only a faint one.
