I think actions speak louder than words, so no, setting targets don't mean a thing. Especially when you don't make a real effort to meet those targets.
It's not a 'way' at all. Just a necessry starting point. Regardless of current agreements, the targets will progressivley be reset more aggressively in future as the warming effects become more tangible and the research more conclusive, as happened with CFCs and the ozone layer.
Depends how strict they are. It's all carrots and sticks. If countries have to pay fines that are higher than the economic benefit of polluting, the incentive to reduce emissions will be sufficient.
