no, it's ok to build infrastructure overseas that will help Japanese businesses and they will ultimately help Tohoku region.

How is it that Governments always seem to have the money to give away overseas when their own people need more looking after. It is after all, taxpayers' money.

It's a big circus... Japan gives to develop Asia with one hand and accepted Asian money for Tohoku with the other hand. That's as if nothing had happened but all those politicians had the opportunity to look generous in the media.They do it for their image.

I suppose Japan will give the money under the condition that it is Japanese companies which get awarded the contracts. As such it is a stimulus package for the Japanese industry or a large porc barrel with even less public control, depending on your perspective.
To answer the question: neither of them. Save the money.
