Get someone like the Emperor or PM to make a real apology, China and SK can even write it for them.
Then China and SK will have to stop using the "waaaah, waaaaaah, they didn't apologize for what happened decades ago! Waaaaah" garbage whenever they feel like playing the victim.
Give Dokdo to Korea, and tell China to shut up about the Senkaku islands.
Instead of trying to reach many bilateral solutions, it might be better to negotiate the conflicts by a larger international conference. Bring Japan, both Koreas, China, Taiwan, Vietnam and the Philippines maybe Russia(?) to the round table and let them find a common solution. When each party loses on one side and wins on another side and there will not be a single winner, the solution might be acceptable also for the many hardliners in each country. The biggest obstacle may be to bring China to accept Taiwan on the negotiating table.

The South Korea nonsense is all about South Korea trying to appease China while not irritating the US. The China-Japan nonsense is all about China trying to strangle out US allies in the area.
Japan needs to stop apologizing and giving money to the cheeky neighbours - they will only demand more. Japan needs an army of its own, instead of being an American puppet and a subsequent victim of "divide et impera" politics in the region. Eventually, perhaps it's the time for Japan to make a strong ally in the region - why not sign peace with Russia and put an end to the American occupation?

Stop claiming that Dokdo, Southern Kuriles and Diaoyou Islands belong to Japan.
Let the Koreans enjoy their rocks and the Chinese get their rocks back.
Japan should acknowledge that it lost WWII and give up all these territorial claims in "dispute". The government should issue a formal apology. It would be better if the emperor did, too, but this is all wishful thinking anyhow...
The economic consequences of bad relations with China and Korea far outweigh the value of these rocks and the natural resources that MIGHT lie underneath. If both these countries boycott Japan's goods and place sanctions, this would mean hundreds of billions of dollars in lost sales for Japanese companies over the years of tension.
If Japan just gave up its silly, stubborn colonial claims and come clean about WWII and comfort women, it would gain SO MUCH MORE! Imagine how much more popular Japanese products and culture would be throughout Asia. And Chinese and Koreans would actually have a favorable opinion of the Japanese. This could lead to FTAs and economic cooperation. This could actually lift Japan out of its two-decade recession. The economic benefits would be quite substantial.
It's time Japan realizes that it can no longer focus on only the West, but that it is now the Asian Century. And China and Korea are the centers of this growth.
But the moral benefits would be even greater and the Japanese would no longer need to issue half-hearted, lip-service apologies over and over again.

All politicians concerned, Japanese, Chinese and Korean need to stop being arrogant and learn to listen.
Not to the lobbyists, big business and vested interests, but to the people of their countries.
And then work out ways in which we can all profit.
Why not develop the oil in these islands as a joint effort?
