Given that the source of many JT stories is Kyodo News which doesn't exactly have a stellar reputation for accuracy in news reporting, and does pander to the mob mentality, I think we should give JT a little slack since at least they are consistant. gee whiz - i would have to say politicians, teachers, police officers, heads of companies that steal money by mislabeling, doctors, healthcare workers, neets, freeters.....old ladies that get tired of their husbands, and visaversa, kids who get tired of life.......
But does that mean people in these professions are more likely to commit sexual assault or be sexually deviant? Of course not. They make the news because their jobs are supposed to the "respectable" ones. If a guy working in a small unknown factory feels up a woman on a train, or takes photos of girls underwear, he isn't going to make the news because he is a "nobody". As soon as the guilty party becomes someone who is supposed to higher up in the food chain (be it a teacher, elite university grad, or worker in a major Japanese company), then people start to pay attention.
Unfair, yes? But that's the gossip people want to read. They don't want to read about people like themselves. They want to read about the "elites" getting busted. It's a tall-poppy syndrome.

What professions SEEMS (opinion) to be in the news (objectively researchable and numerable) due to ....blah blah blah...
It's like saying "What SEEMS to be the most frequently used Kanji in the Newspapers, or what SEEMS to be the most frequently ordered meal at Mcdonalds.. etc."
Now they could have said "What profesion do you think harbors the most pedophiles.." or something like that...
But anyways, to answer the second question, I'm gonna go with junior high school or high school teachers.
As far as unlawful sexual behavior is concerned, I would have to say sex industry workers of all nationalities in Japan because "honban" is allowed in most places if you ask for it-or so I am told.
All types of profession or all kinds of a person. But just his or her fate are in the unlawful side of sexual behavior. he or she might be excited to do such unlawful sexual interactions.
