Unintended consequences are actually normal. If the result is an increase in drug users killing themselves with heroin, I am not really upset.

Surges in heroin use seem be in cycles, I remember in the 70's heroin use peaked and tailed off in the 80's as cocaine became more popular, most recently meth has been the drug of choice for many.
Powdered drugs coke, meth, heroin etc are terribly destructive drugs it would be good if they could be stamped out but doubt we will ever see it in our life time.
