    The fire law was rewritten to prepare for strong quakes hitting Tokyo and large cities, and causing casualties and damage.

    Great since we still waiting for the Great Kanto Earthquake.

    How about making it mandatory that all visible exits should be unlocked whenever such buildings are open to the public? Most of the time it's merely annoying that half the doors into departments stores are locked for no reason, but during an emergency it is deadly as people trapped inside will move towards any exit they can see. Training staff to respond in an emergency is an excellent policy, which should be extended to staff in all public buildings, but it's pointless if they guide people to exits that are locked.

    Agree with Latenights. Why do businesses have one door locked? Anyone have an answer for that?

    What about making sure emergency exits aren't blocked, ensuring buildings have large enough fire escapes for the amount of people inside etc..
