1 dead, 2 missing after heavy rain hits western Japan

One woman died and an elderly couple were missing after heavy rain hit western Japan on Tuesday.

The Japan Meteorological Agency said that parts of Osaka, Kyoto and Shiga prefectures received up to 300 millimeters of rain in a 10-hour period from 8 p.m. Monday night to 6 a.m. Tuesday morning. More than 5,000 homes were flooded in Kyoto and Osaka prefectures, police said.

In Uji, Kyoto Prefecture, an elderly couple are feared dead after their house was swept away by raging waters when the Shizugawa River burst its banks shortly after 5 a.m. Tuesday, TBS reported. In Hirakata, Osaka Prefecture, a 62-year-old woman was found floating in a flooded canal shortly before noon, police said.

The heavy rain is being caused by warm southerly winds colliding with a cold mass moving in from the north, the Japan Meteorological Agency said.

I thought the infrastructure of 1st-world modern, developed Japan was superb to handle the heavy rain. What gives?!

Since when is Osaka, Kyoto and Shiga "western Japan"??? They're more central - Hiroshima, Yamaguchi and Shimane - now THAT'S western Japan!!
