I think that something is missing here. It is the pregnant mothers who are not being admitted, not preemies. Until the mother is admitted and gives birth, whether an NICU bed will be needed is not known. Previously the fault was placed on an insufficient number of obstetricians.
How can the government whinge about the low birthrate on one hand but provide such poor services for pregnant women and childcare on the other? Wait, maybe I know the answer already...
They should also need: qualified NICU nurses, qualified paeditricians with NICU experience, and full support staff.
1,000 beds alone means nothing, just a place to sleep, not to be cared for......
And as stated above, pregnant women in need of attention need Obstetric Services. If sufficient were available, as well as qualified, experienced staff, less NICU beds would be required.
i have heard horror stories of women with high risk pregancies being turned away from hospitals in this country. so, they`ll put in the beds for the preemies?? what about the high risk women being turned away? the entire medical system seems to need an overhaul.

Before being born, being a Baby in Japan seems to be taihen. After birth however, as far as I see, it can be quite fun.
