Read between the lines - more concrete needed!
Now that the corrupt construction companies have lost their dam projects, they need another way of getting money to funnel through to the LDP.
Business as usual - Japan style....

wanderlust: You beat me to it. Since the DPJ is making 'inroads' into having funds for unnecessary construction blocked (or were until the day), these guys are using the threat of collapse to cover up the fact that: a) they should be busted for allowing shoddy work/design to be put in place to begin with, and (b) they are next going to demand funds to 'repair' all these places in lieu of money for said unnecessary projects.

At least they are closing the bridges in Japan - here in the U.S. they just keep them open until they collapse.

OgieDoggie but other posters here have all the answers. They know all and know best... in their own minds. I hope they inspect and fix any that need fixing. Do I think they will fix more than necessary? yes I do. But I'd rather that than the situation in the US.
