IBARAKI —

Police said the incident occurred around 7:20 a.m. as the children were walking along a straight stretch of road on their way to Hatori Elementary School. The driver, Takao Hagiwara, 67, told police, “The sun was too bright, and I was trying to put the sun visor down when I lost control of the wheel.”
