If I was to give my son a mobile, it would def not have internet access.. no need whatsoever.

So they think that high school students accessing websites labeled 'harmful' is ok then?

Until senior high school? How about banning access for all minors. I don't think it is discriminatory to ban all internet access for kids under 20 years old. My kids have phones and PCs. If they want to use the internet they use the PC. They don't need internet access on their phones.

Net access for children/school teenager. Most kids today have easy access of PCs. The generations of future will a cyber savvy generation by the time, they are teens or even younger. It seems to be entertainments main source for today ,for teens/children, is via net access. The invention(net access) was made by man for future generations. They children/teens should be given full access with adults watch and supervisions, till they are 17 year old .
