Sounds like scaremongering to drum up some work for the construction companies, with some good kickbacks to the politicians and bureaucrats. There can't be much more of the riverside and beach to stick concrete tetrapods on...

It is to commended that a study on the issue of flooding in the Tokyo railways was undertaken and such a overview was put together that illustrates the devastation that would arise in the event of a major flooding in the city of Tokyo should occur. Global Warming has become a global concern for the inhabitants of the planet, both rural and urban areas with the difficulties that besiege the urban population and its infrastructures that were not designed to handle the stress of flooding. In the New York City metro area, the flooding of the subways have occurred many times from natural and human made disasters. I do not believe that it is scaremongering in order to create work for the construction companies, like the ones who claim that Global Warming is all a lot of wolf crying. Many parts of the globe have had to deal with the effects of flooding, with the loss of lives and severe property damage. But! What is the solution to the pending crisis of flooding in the railway system of Tokyo, as with the flooding of the major cities around the world? The flooding of Tokyo's rail system is interconnected to the overall flooding of Tokyo and can not be separated form the other. So is the issue of flooding just an problem of the rail, or is the problem related to the flooding of the city itself? Japan is an island and like all islands, it is surrounded by the thing that causes the most damage; water. The people of the Netherlands had found a solution to the problem of its constant flooding. Maybe Japan should look north for the solution to its flooding railways, and most of all the city of Tokyo which is the real heart of the matter.
