Tommy didn't go to bat for nomo, he went to bat for his organization. Nomo fulfilled a role, and was released when he couldn't provide anymore. That fact that he was Japanese was incidental.
This award seems to want to implicate that The dodgers chose Nomo because he was Japaense above all else, which ain't true. The dodgers wanted to win, and Nomo wanted money.

Good to see Walter Mondale get an award. Perhaps it was for his stand against a certain Eikaiwa many years ago (laughing). Also find the award to Tommy Lasorda rather interesting. Tommy was the little boy who pulled his finger out of the dyke regarding Nomo-san. All the pressure built up over the years by Japanese players wanting to play in the US was released by his actions. Nomo, Ichiro, Matsuzaka, etc. have all gone to the US as a result of Lasorda. Don't know if the NPB would see this as a contribution to Japanese baseball.

What did the foreigners get their awards for? I would be interested to find out if they were foreigners with visas or "foreigners" with a Japanese passport.

wow, foreigners are only 1 percent of the population, so 75 is a great number
