Long before "W" named his members of the "Axis of Evil" with nK on it, they were a rouge nation. Kidnapping people, taking food delivered under humanitarian needs for the army and the elite, distributing drugs throughout the region for hard currency, brutality to its own people, and abducting untold numbers from Japan and I would imagine South Korea as well.
In my opinion, de-listing will not really do anything. They normally act on their own will, and largely ignore the international community. Just look at the results from the Sunshine Policy that South Korea has tried. A few inroads but you still get the beligerent north. I know this is a feel good measure for the families, but I think until a new regime comes into power, this will amount to little.
Honorable Mr. Fukuda does not need United States to negotiate for Japan,
he only needs to get on that Japan Airlines 747 and head to N.Korea.
You can not resolve anything you are unwilling to confront. Even Kim Jung
Il likes friends, remember how he enjoyed South Korean President coming
to visit him and invited him to stay longer.
If you read the history of the Golden Lilly, then you cannot blame N.Korea
anymore then you could blame yourself for atrocities in the world.
Go get those people and bring them home, I do not think it would be such
a challenge, only US pressure to not allow these negotiations has caused
there stay.
Seeing as people are being kidnapped, I'm pretty sure it IS difficult to bring them home. People who visit the border line between South Korea and North Korea can't even step into NK territory without getting attacked by the NK military. Policy between political leaders is always very different, I think, from the interaction between the country's commoners.

For the first time it is even possible that South Korea may join Japan in this position as well, which would hinder US mobility in this regard.
