It is normal and sensible that Mr. Abe has offered various types of help - just as the Chinese did with aid and rescue teams here in Tohoku two years ago. Political disagreements do not get in the way of being humanitarian - and rightly so.

That's strange - I've always thought Japan was reluctant too to take or ask for help. eg JAL accident, numerous earthquakes, etc.

Of course, the political statement from Mr Abe was nothing serious and ignorable! The focal point is what next card Japan is going to 'show'?

Someone, somewhere is laughing to the bank when the two Asians economic giants are endlessly quarreling over insignificant rocks. Of course, divided they fall. Look who captured the auto market in China after Japan lost the ground there.
