If the JFA condemn the use of water cannons, why did the Japanese ship use their cannons first? Why do they even have water cannons if the JFA is against their use?

Today's Japan Times has an article about research done by a university in Oregon, which finds that the Minke population has not replenished significantly, despite the lack of competition for krill.
Interestly, their research was done using genetic samples, which they obtained from meat bought from the Japanese whaling missions.
As for the quotes above, it seems very cheeky for the fisheries agency to be complaining of water cannon use.

Japan lodged a protest with the Netherlands and Togo over the water cannon fire
lol. They can't even use the typical elementary schoolboy taunt of 'But he hit me first'.
What's good for the goose is good for the gander (or in this case, the Japanese crested ibis which, like the whalers, is one step away from extinction).
I hope SS manages to keep on their nasty little tail until the end of the season. Keep as many whales off that bloody flensing deck as possible.

Complaining about using water cannons! Yet the SM2 was quite happy to use hers to try & destroy the SSCS helicopter with crew aboard, & to use them on the crew of the AG at close quarters after ramming them. Sounds like double standards if you ask me, especially considering the J-whalers were happy about destroying another vessel & endanger its crew. Now just because the SI now has a more powerful water cannon than the J-whalers they want to complain!!! BOOO HOOO whalers, go Sea Shepherd...
