    How about making it easier for people to move in. It's 2008 and they charge 2 months (bribe money) 2 months (deposit) 1 month rent in advance, and 1 month (to the agent)

    Who can afford 6 months of rent when you are doing short term work.

    Time to ban it!

    1 month damage deposit is normal in most western countires.

    Time to stop the system of the distant past.

    An estimated 2,000 Net cafe refugees live in Tokyo’s 23 wards with many of them living on day labor and other short-term jobs.

    By choice. A "support center" should up it to 4,000 in no time at all.

    I don't think so. From my point of view, the net cafe refugees struggle to get a job especially because they don't have a place to live. Most homeless people just simply don't want to work.

    my take... why not charge the same amount as these establishment do but make it more permanent abode for these refugees... someone told me these people most often not consider for much better jobs for not having permanent addresses... how can they afford a permanent address if they can't get a permanent job? how long is the payout for this interest free financing scheme again? won't that worsen these refugees life by having additional financial burden?
