heartless but amusing. My guess is that he just wanted to show his sorrow. perhaps the coastguard bosses complained to him that he did not seem sorry enough and that he was not taking the entire responsibility for the tragedy onto his own shoulders.
It was the only honourable thing to do of course. Now his shame will be overwhelming. Why wasn't there someone there to cut of his head should his attempt had failed?

If there was this much honour within each military person, I wonder whether there would be a military.
Military is not bad, individually, but as a group, with no honour, it seriously becomes a loose cannon.
Let's hope those surrounding this youngster have the honour to respect the youngsters position.

I fail to see how it was his fault alone and the need to try to kill yourself over it rather than face the music. What does it achieve?
