Even if Japan helps China with Ebola, people there will still whine about a war that happened before any of them were born.

If I were Abe my response would be:

Stop your interference with Japanese territory, stop your technology piracy, and stop your tantrums and we'll think about it. We need to hold some meetings before we agree to anything. Then it has to go to the Diet for approval. Then the voters may have to be given a ballot initiative. Then there is the actual implementation of any help. So perhaps by 2034 we can get back to you. Have a nice day.

Japan is broke though.

Piot should appeal to China for cash for Ebola, as they seem to have some money now, thanks to their bubble. Best get it while it's available, plus surely the Chinese government would be happy to dish out cash for the benefit of the world, no?

More than 8,600 people have entered China’s southern Guangdong province from Ebola-affected areas since August, and there are dozens of flights a month.

Scary. Does anyone believe for a minute that PRC has proper protocols in effect? And further, were an outbreak of Ebola to occur in PRC, does anyone believe that PRC would be forthcoming in sharing that information with the rest of the world?

This is China, if the government there decides to cut travel, they will cut it, even if they have to shoot people crossing the border.

If there is an outbreak, China will simply exterminate the people in the area. It is a Communist government and killing vast numbers of people is Well within normal actions for a Communist government. So really the risk is minimal.

Apparently there are around one million Chinese living and working in Africa today.

There is also a large African community living in China, I was reading the other day, in Guangzhou alone comprising possibly 60,000.

So yes, the odds, the potential for Ebola influx would seem to be real.

Fortunately the new cases are slowing down in Africa. But as long as there are any cases there is risk of spread. Not as easy as the flu to catch, but still something to be careful about.

Now the one thing we can expect if any cases show up in China, the Chinese government will deny any need for aid no after how bad it gets.

That being the case, I doubt we can do anything about it. Meanwhile there is plenty of work left to do in Africa.

Japan has no moral high chair to constantly claim victimization, when it hasn't done itself any service. If Ebola keeps spreading the way it is now, it will be big problem for all the countries, including Japan. It is wise to arrest this disease now, by working with all the countries to fight this disease. I agree with someone who said that China should also step up with offering international aid, since they have way more money than Japan.

The title is confusing. It is not asking Japan to aid China in the fight, but to aid globally in the fight.

Yes, it is easily misunderstood because of the semicolon. If the semicolon were removed it would mean "expert seeks Japan aid for China which is at risk", but with the semicolon it means "Expert says China at risk, and expert also seeks Japan aid (to see China's raise and hopefully up the bet again)".
