Education ministry expediting enactment of anti-bullying legislation

The Ministry of Education, Culture, Sports, Science and Technology convened a conference this week, at which it asked education professionals and representatives from local authorities to advise on how best to update Japan's anti-bullying legislation.

Delegates at the conference were asked to consider provisional systems for investigating serious cases of bullying and to suggest methods by which schools and local governments could tackle bullying, TBS reported.

Also speaking at the conference were bereaved families whose children had died as a result of bullying, as well as members of anti-bullying associations.

The ministry said the members have until the end of September to draw up provisional guidelines. A ministry spokesperson added that it is attempting to expedite enactment of the new legislation after it learned that 144,000 cases of bullying were reported between April and October last year.

Does this include re-educating teachers on disciplinary techniques that don't involve thuggery and intimidation? They need to include a detention and punishment by deprivation system. At present, they can't remove unruly students from classrooms, they can't stop them attending club activities and excursions nor can they detain kids during lunch times or after school. The teachers have no control and have no means of control, which is why they revert to bullying, intimidation and being thugs.

Good post Disillusioned! I just wonder who the hell would want to be a teacher?? What an awful job. I could never do that.
