The Tokyo Fire Department said Wednesday that there was a system malfunction for six minutes from 11:30 a.m. Tuesday, during which the emergency number 119 could not be reached in all 23 wards.
The department said seven callers tried to get through but none were emergency cases, Fuji TV reported. The department said the glitch occurred during a maintenance inspection when the system kept logging and logging out.
There were similar occurrences in March and April. Fire department officials said the entire phone system was replaced for the first time in 12 years.

That is why there were no ambulances screaming for that time period. It was so peaceful.
Why would people call that number if there was no emergency?
