Whatever these families feel, I have no right to judge them as I have not lost any family members (knock on wood) from a horrible fire.
I believe many people would feel and do the same as these Japanese families would, to reject such offer. That is their right.
And please, can we for this once not mention anything about how how Japanese never apologize or compensate or bring up other non issues of irrelevance here? This is solely an issue of these families. Thanks.
Dude, they want the money AND the right to continue the civil suits... It's like asking for the butter, the money for the butter and a smile from the merchand...

I disagree. The plaintiffs have no reason to ever give up their right to
civil action and redress unless their demands are being fully satisfied.
By rejecting the offer they have stated that they do NOT want the money, they want the RIGHT to compensation and redress.
In effect, what this Austrian Govt panel is doing, no doubt because of the huge number of total victims involved, to to settle prior to any litigation commemcing and bury the issue without any non-financial redress. Such non-financial redress would include an acceptance of fault and responsibility which undoubtedly would have cost consequences in the future.
