Kinda hard to miss a 500+ ton vessel anchored with lights ablaze, if you're acctually looking where you're going. Should be a clue to all those who insisted the two fishermen that died in the collision with the Aegis destroyer last year did nothing wrong. If you've actually sailed these waters you'd know that local fishermen don't exactly operate with safety as their priority. I bet these two fishermen on the Choei Maru weren't awake, at the helm or even looking forward when they ran headfirst into the JMSDF ship. I bet it surprised the hell out of them...

Who needs to worry about terrorists or enemy forces when you have a deadly fleet of fish trawlers and cargo ships to cripple your navy. It is kind of scary what would happen to Japan if they were in a real war again someday.

so the locals can't swim, and can't pilot boats...probably not so good for an island nation

I wonder if the captain of the JMSDF Minelayer wil lget harangued just asd the Destroyer Captain who was dismissed over another fishing boat collision? Seems as if it is always the JMSDF's fault when a collision occurs....

Since the MSDF ship was at anchor I rather expect that there is nothing to blame on her crew. I'm assuming that the proper sigal lights were displayed and that it was anchored out of any shipping channels, of course. But the fishing boat probably bears full responsibility for this.

I think the MSDF are testing out a new tractor beam system. It's working! MSDF Enterprise?

Being on a ship is inherently dangerous. This is made even more risky with fishing boats (note the plural) who sail in groups and follow the fish instead of the shipping "rules of the road". Personally, I count over 20 times my ship has had a close miss with fishermen sailing like maniacs! Only had one near miss with a container ship when they came close enough for me to be able to count the buttons on my counterpart's shirt. Lucky no one was seriously injured or worse.
