The Tokyo Metropolitan Fire Department said Wednesday that its emergency 119 line was down for about four hours from 5 p.m. to 9 p.m. on Tuesday. It was the second time in two months that the 119 had been inaccessible.
In February, all 23 wards of Tokyo were affected. In Tuesday's glitch, the service was partially interrupted in all wards, Fuji TV reported.
Officials said that 59 emergency calls could not get through during the outage, and that a number of medical and fire emergency situations were affected by the issue.
Fire department officials said that on Feb 25, the entire phone system was replaced for the first time in 12 years.
