Strange, my own ward has nearly 200.000 foreigners but no mention.

Said that the majority are asians, only know my masseuse was chinese because I asked about the music that played in the background ａｎd we got talking.

From her japanese, etc you would never guess and she been here shorter than myself.

Same with another lady from shanghai in my building, most tenants take her for japanese.

i hope the government will need also to consider the act of granting a visa to those parent of japanese nationals. provided they could present to the immigration office legal papers supporting the legality of the marriage and other supporting documents.

Hiroshima has the most foreigners per capita and that's not on the list.

Not being on the list of complaintants is probably because the governing body decided to either wait and see what the central government does or are confident their method is sufficient for their situation or both.
