Meanwhile, officials in the five 'designated' cities have stated that the government has given them zero guidelines on how to implement the things they expect/want, nor have they given them any specific examples of what can be done, etc....
As usual, the government simply feels good by saying it's done something towards doing something, while really doing nothing at all. Should ALL cities be doing this, without question, and haven been givin some kind of consistant government guidelines? or are all cities aside from these five exempt from doing anything to help the environment?

There's an idea: let's rely on the government to tell us how to do things. I say give us more of this type of reward system where people/municipalities get recogized for doing things themselves and being self-sufficient. The less government intervention the better.

additionally meanwhile. The government still imposes a tax/fine on you if your solar/wind/alternative power should touch the grid or is you are storing energy. Japan wants to "lead" the world. How about just get it off the ground. There are numerous cities around the globe already far ahead.
So, if you are a home owner and want to have free power, be prepared to pay heavy for it in terms of taxes/fines. To go further, I was told by Minato-kuyakusho that in order to be allowed to have solar on my roof, I would have to have it clear with their zoning office. Well, according to that office, I must change my roof because I will be "blocking sunlight" from my neighbors. Mind you, my neighbors are dead.

why not tap the endless flow of hot air from the zoning office? Then siphon off the methane all their cr_p generates and you'll have enough energy to last a lifetime. I agree, Japanese government red tape impeeds rather then encourages alternative energy development and use.
