    They'll have to be careful with this one. It could mean the only teachers left are the foreigners. I'm not sure if I could teach Japanese history without introducing a few home truths.

    Forget "maybe", how about "doing"? But in order to check into the corruption there you have to be able to check into the corruption everywhere.

    How about this for corrupt teachers? Teachers employed at prefectural high schools, civil servants,force kids to come to extra classes, charge the kids money and then pocket all the money. If the kids don't pay, they don't graduate.

    I think we must identify the cause

    Is that so difficult? When there are much more applicants for a teacher job than vacant position, and there is just one evaluation test to decide, and you know who the person is to evaluate the test score?
