Maybe China has some ideas they can borrow.

Wow! I see kids being bullied everyday and the teachers usually just laugh at the kid or join in on it. To this day I have never seen anyone intervene. I wish I could but I would be jobless very quickly... Get to the source and stop it at the schools when you see it. That would be a good start.

When I was a kid we sorted out our own problems

Big brother's watching. When Mom and Dad and Teacher should be paying attention and taking care of these kids.
Are we creating a generation of NEET Otaku who need constant supervision to solve their problems? A nanny state? Seems that way. What happened to people in a family, school and community taking care of things.
When kids in my school got bullied my teachers addressed it. And parents on both sides saw to it that it was taken care of. The bully's parents who didn't were kind of losers. And their kids are now dead or in jail.
So parents on the bully side should worry too.

School bullying might be really dangerous so every attempt to be stopped is welcomed.

School bullying here IS dangerous, one of the reasons for suicide. When parents and teachers refuse their responsibilities then the government SHOULD step in with some sort of help, as pointed out earlier to me, the anonymity of the inetrnet is dangerous and helps those with cruel intentions. Any help in fighting bullying here should be welcomed. The problem here in Japan is that too many parents are not involved in their children's lives and the teachers are powerless to do anything, they can deliver no discipline in their classes, thanks to the monster parents. Or a few teachers join in the bullying. At least for once Ishihara's gov't is doing something besides making racist and xenophobic comments.

does that mean that you were a bully too? hmm ... instead of worryin'bout cyber-bullyin', why not address the issue where it started: in the real world. in the school. before and after school. most teacher jus'hide in the teacher room while the vultures roam the halls lookin'for fresh victims.

Maybe they can just do both. It's not the best move. As you said, intervening directly would help most, but at least someone's moving in the right direction.
