Whoops, I picked the Taiwanese for doing a runner and getting themselves into trouble, ala Japanese fishermen being chased off Hokkaido by the Russian Coast Guard, etc. Sorry about that, looking at this apology, it seems that the boat-handling skills of the Japan Coast Guard are not what they should be.
The passive tense raises its ugly head again. "there was negligence in the manner of approaching.’’ vs "We rammed the cr@p out of it from behind."
It's interesting they are willing to apologize so quickly after the de facto Taiwanese ambassador to Japan was called home. It's also nice that they are willing to apologize and pay some yen for their mistake. Should have first said, "We're investigating." And then this, rather than the half-assed comment first put forth.
