    This is nothing more than a drummed up project by the JICA/JOCV group to waste more tax payer money on their pet project. This Ogata lady has overstepped her authority and should really answer to the citizens of Japan to explain what Japan has to gain by increasing the oda for African nations and not others. I for one am sick of this JICA/JOCV agency with it's Japn based training centers. They need to move those off shore into the host nations like all other countries do when doing language or skill training. JICA is just wasting our money to prop up local economies in Komagane and Nihonmatsu ! Please stop !
