    "Default" in business terms and as such WTO should impose some sort of penalty to discourage others from doing the same.

    You mean unlike Japan's constant badgering of it's trading partners over things like American beef ? Boy Japan has a lot of nads here. They blatantly violate rules set out by the WTO and then ask for their trading partners to please understand their position ! Funny how when the shoe is on the other foot Japan thinks a simple apology will suffice. I say the heck with that ! Drag them thrugh another round of WTO court ! Make Japan live up to their agreement... I want my rice and I want it now !
