The average chinese Joe can not visit Japan because of visa issue. Until this year only groups with wealthy chinese could visit Japan. Now those wealthy chinese can visit Japan on an individual basis but 1 million chinese is not hard to believe. Japan would never deliver 1 million visa for chinese people even if they are wealthy.
I think that the article is trying to point out that this a big step for Japan. What kind of bond to these Chinese turists have to pony up with? @Kureigu3 I think another 10% are in Roppongi hassling people on the street there!
It's a new visa category and this article isn't saying whether the number is high or low, just that 4400 Chinese people (who can prove they have substantial wealth) have successfully received these visas.
Statistically Chinese tourists spend more money in Japan than any other major country including Korea, Taiwan, or the US. That's because a disproportionate number of Chinese tourists are millionaires. Please, get with the 21st century.
95% of Chinese are poor and they'll never visit Japan. Duh.

We are talking about chinese not about westerners. There are more risks of "fake tourists" from China who could want to overstay their visas.

Rodney: the figure given is for the unaccompanied tourist visa. The rest came in group tourist visas with tour guides.
